Mad Bubbler is an ancient evil phantom of Third Earth. It inhabits the old Thundrillium Mine located on Hook Mountain. Apart from being able to materialize and dematerialize at will the Bubbler can produce a vast number of bubbles which are filled with a mind-altering gas. The creature traps any unsuspecting victims that wander into the mine in the bubbles, and breathing the gas inside causes them to develop "mine madness", a condition which brings out the evil in them. Filled with rage and hatred, the victims become obsessed with destroying each other.

Many Third Earthers, including Snowman of Hook Mountain and Ro-Bear Bill are familiar with the legend that the mine is dangerous and anyone who enters it never comes out again, but none of them know the true reason for this or about the Mad Bubbler.

After learning about the mine, the Lunataks decide to extract all the Thundrillium from it. When Luna, Amok and Chilla reach the mine, Snowman tries to stop them from entering it but fails. Later on Tygra, Cheetara and Panthro also enter the mine and like Chilla and Luna, they too fall victim to the Mad Bubbler's bubbles and start battling each other. Eventually, Snarf and Snarfer, the only species whose heart is completely devoid of evil, save the day by drawing the three ThunderCats out of the mine.

LJN Toys had planned to release a toy of the Mad Bubbler as part of their ThunderCats toyline, and the toy was featured in many of the LJN Mini Catalogs as well. Unfortunately, due to the cancellation of the line, the toy never made it to production and exists only as a prototype. However, the color of the toy is very different from the color of the cartoon character.
