Toshihiko Sato is a Japanese animator, producer and director who worked at the Japanese animation company known as "Pacific Animation Corporation (PAC)", which was headed by Masaki Iizuka

Sato started working in the animation field in the mid 1970s. He worked on a number of Japanese animated cartoons as animator and then moved on to becoming an executive producer.

Sato, along with some other Japanese artist, founded the "Ashi Productions" anime studio on December 24, 1975. The studio, located in Suginami, Tokyo, is very popular for its four magical girl anime, especially "Magical Princess Minky Momo". In November of 2007, the name of the studio was changed to "Production Reed Co., Ltd.".

Anumber of American animated series were outsourced to Sato's studio including "M.A.S.K." and "Mega Man".

In the mid 1980s, he joined the newly formed PAC, which handled almost all of the animation duties of the various Rankin/Bass cartoons. Among the Rankin/Bass productions that Sato worked on was ThunderCats
